A different council, a different job
Rockingham sits north of the Peel region boundary in its own local government area, and it is genuinely a different market from Mandurah. The coastal core around Rockingham Beach, Safety Bay and Shoalwater is older, lower-density housing on established streets. Inland and south, Baldivis, Port Kennedy and Secret Harbour are large modern estates built out over the last two decades.
Those two halves need different answers, so we treat them differently rather than quoting one template across the whole city.
The older coastal core
Rockingham Beach, Safety Bay, Shoalwater and parts of Waikiki carry housing built anywhere from the 1950s to the 1980s, much of it originally all-electric. A lot of it still is. The systems we find are storage tanks in side alcoves or garages, frequently well past their expected service life and often with an anode that has never been touched.
Exposure is serious here. These streets face open water across Cockburn Sound and Warnbro Sound with almost nothing in the way, and the corrosion pattern matches the beachfront suburbs of Mandurah: casings, brackets, fixings, flue terminals and heat pump coil fins.
Where there is no gas, the honest comparison for a permanently occupied home is a plain electric storage tank against a heat pump. The heat pump costs several times more and uses roughly a third of the electricity, and the local climate supports it year round.
The newer estates
Baldivis, Port Kennedy and Secret Harbour are largely mains gas connected and were built with gas continuous flow units as standard. The first generation of those units is now reaching replacement age, and a like-for-like swap on the existing wall bracket is the quickest and cheapest option.
The complication in newer estates is space. Narrow side setbacks suit a wall-mounted continuous flow unit and can be too tight for a heat pump that needs airflow clearance and a condensate drain. That gets checked at quote stage.
Estate roofs in these suburbs are generally large and well oriented, which makes solar hot water worth pricing — the payback is strong against an electric tank and much longer against a working gas unit. Ranges are in the cost guide.

Shoalwater, Safety Bay and Rockingham Beach face open water across Cockburn Sound and Warnbro Sound with very little shelter, so outdoor casings, brackets, flue terminals and heat pump fins corrode at a similar rate to beachfront Mandurah. Sheltered siting and coastal-rated fixings matter here too.
